Consortium conformance loop

Outside GENIE's central pipeline, keeping many studies conformant is a manual process: the public datahub itself runs on a GitHub-issue checklist, PR review, and an ad-hoc script collection - and keeping already-published studies conformant as standards evolve happens via one-off heroics. This recipe replaces the checklist with machinery that already exists for every connector: each study lives as its own estate in the workspace with its own audit history, status badge and stored snapshot; the scheduled re-audit (opt-in, off by default) sweeps the portfolio against the current governed dictionary without anyone re-uploading files; and Slack fires on the clean-to-dirty transition, so a study that drifts from the standard announces itself instead of waiting for the next manual pass. Explicitly not a GENIE replacement - Sage's central pipeline is institutionalized; this is for the consortia and multi-study portals that run on checklists.
